sorry to disappoint you Woo but Japan uses NTSC standards just like North America does. which is 29.97(or 30) FPS for standard definition videos and 59.94(or 60) FPS for High Definition Video. The PAL standard for SD video is 25 and for HD 50. and the big difference between the two formats is that NTSC uses Progressive Frames and PAL uses Interlaced Fields(really horrible looking).
